Bought car in pieces rebuilt now no start?

So i bought a 98 jetta tdi with a damaged head/engine partially tore apart.
I rebuilt the head found a good used sht block assembled it all put it in. Sent ecm to Malone tuning to eliminate MAF and EGR and to "juice it up a bit". Installed everything on the fly figuring out what went where because i didn't tear it apart.
Now when i power it up the engine light doesn't light up and i get no power to the fuel pump solenoid or ecm. Vag com will not communicate. Car didn't have a 109 relay or 180 relay bought and installed them still no dice. All fuses are good. Pulled ecm along with all the connections in the engine comp cleaned and dielectric greased them. its missing all of the relay/fusible link box that is mounted to the firewall by the booster.
Checked pins 4 and 7 for voltage (k-line) and it checks fine with aftermarket radio.
One prob we had when i first picked it up took it to the dealer to get inspected for title transfer. We hooked power to the car not realizing there was no 109 relay or ecm in the car, in order to read mileage. There was what looked to be light smoke come from the steering column. None of the wires appear burnt or melted. There wasn't much smoke but i saw it.
I'm lost. Is there something stupid i'm missing? Am i stupid. Car cranks radio, lights, etc all work. Just won't fire or communicate with vag-com.

If it was an immobilizer issue the car would start, run normally for about 3 seconds, and then stop. VW cleverly designed the system to behave in a very predictable way so that you'd know if it was misbehaving.

Where there's smoke there's often fire... I'd be inclined to look really really carefully at the harness where you saw the smoke and hopefully you'll find a clue?

Could it have smoked the key switch?
Would not having the 109 relay, coolant glow plug relay/fuseible link, 180 glow plug relay, or ecm plugged in while hooking up the batt and turning ignition on send power the wrong way?

Wouldn't think so... but of course stranger things have happened. ;-)
Given how many pieces were missing I wonder is something else is still missing. Do you know anyone else with a AHU that you can compare relay panels etc with?

No i've going off what i can find on here or tdi club. Need to find a good book. Got a jetta 3 book but it has the 1.9 td(AAZ) in it and no TDI.
ugh Went at this thinking some task would be easier than they have been while others have been the opposite.

Ok got it to fire up
Tach works
Throttle works
Idles good
Oil light and coolant light go off after it starts
Thats good but the key won't shut the car off?
The glow plug light blinks when the cars running. It comes on for a split second when i first turn the key on.
No check engine light when key is first turned on and no communication with vag-com on laptop.
When i first turn the key on i get 12v to the fuel solenoid for same length of time as glow plug light comes on.
Any ideas? Does same thing with 2 diff ECUs. I'm thinking Ign switch or something? since i saw smoke in steering colum. I'll have to dig deeper cause i have seen nothing that looks burnt
Drivers door sometimes opens sometimes doesn't

Quite a pain in the ass while trying to start/diag relays fuses etc

Drove it down the road today. The ECUr is obviously not giving it full power. But got some heat in her. Ordered a Ign switch gonna get that in and hopefully see results. If not i'm kinda lost.

So i replaced the check engine bulb and it works now.
When i unplug the 4 pin coolant temp the glow plugs work properly. Then the glow plug light flashes 15-30 secs after the engine starts. the Check engine lights comes on shortly after that.
Vag-com will still not connect to the ECU? I can not figure this out?
Does anyone have a ECU pinout? Also what kind of voltage/signals/grounds should i get from the OBD2 connector?
