I have a 97 Jetta TD with about 359,000 km(90% hwy) on it. I had the clutch redone at about 250,000. Lately, the clutch slips under hard accel. in 4th and 5th. If I do the procedure in the Bentley to check the operation of the self adjust cable, the clutch will work fine for the first few runs thru the gears, then start slipping again.
I just installed a new cable (PITA) cause I think the old one only worked(self adjusted) intermittently and same thing - it worked fine for the first few acceleration cycles and then started slipping again. WTF??

Is this an internal transmission thing? Otherwise, the tranny seems to work fine.....
The release arm sits at 9 o'clock when idle and doesn't go any higher and will go down about 15-20 mm with finger pressure.

Any thoughts?

Not likely. I would say that the cable is at fault. It sounds like after it is adjusted that it keeps on tightening till the point that the clutch is slipping. I have noted that a self adjusting clutch cable has acted up on me to the point that it appeared that the clutch had failed. I would suggest lubing it really well. Failing that, replace it with the Golf manual adjusted cable which is also cheaper!

How and what do you use to lube the cable? Normal lithium grease?

I used lithium grease, I just removed the cable setup and pulled the cable out as far as it would go, greased it up, slid it in and repeated
