Glow plug light on the dash stays on?

Hello,
I got a quick question. On my parts car the glow plug light go's on when you first turn the ignition on and then turns off as usual. But 10 seconds after its started the light comes back on. Is this normal?

If it is a mk2 the water sensor in the water/fuel seperator under the car at the back is either full of water or is mal functioning.

Of my (6) A2's only one has a GP light that works correctly,  sometimes they blink, sometimes stay on, sometimes don't work... it is best to install a direct feed from Buss bar to light
