Cruising down the highway, Oil light and buzzer came on, and lost power brakes. Removed vaccum pump first,oil pump seems fine. Intermediate shaft seems fine, tried new vaccum pump still no luck. 1.9 turbo diesel. Any Suggestions?

It really really really sounds like your intermediate shaft is not turning... sorry to be so obvious but you'v turned the engine over and confirmed that the shaft is turning properly ? Timing belt is OK ?? IM shaft sprocket isn't loose and spinning on the shaft ??
Very very rare for oil pumps to just quit internally... usually they just wear and lose pressure over time. you could spin it with an electric drill to see if it's still capable of producing pressure.
But that doesn't explain the sudden loss of vacuum at the same time...

pretty sure that i have no oil preesure because the turbo growls after i shut the car off. ,and the brake pdeal stays hard. i rocked the car in gear and the intermidate shaft moves, and i can move the oil pump shaft and you can hear oil moving. hte oil pump drive is very worn but still fine enough to turn with the vaccum pump. car is a 1989 jetta .

Even though the I-shaft turns when rotating the engine by hand it may not deliver enough power at operating speed. It takes considerable torque to drive the oil pump. If the key is stripped in the intermediate shaft pulley it may not be able to deliver that torque.

Yeah if your timing belt is loose then the belt may be slipping on that smooth pulley at higher RPM. I seem to recall that several people have found broken plastic bits in their oil pump pickup, this will make the oil pump work harder and make the belt more likely to slip on that pulley.

found the problem it was a water pump bolt backed out and jammed the inter shaft pulley. i was very lucky all fixed up nom. it gave me an excuse to install my GT 15 turbo. works insanely crazy. thanks evrybody for your help.
