ARP does not make a rod bolt for the TDI.
but they make rod bolts that look like they might work.
VW ahu and alh rod bolts are m8 x 45mm x 1.0 thread pitch AAZ rod bolts are m8 x 42mm x 1.0
I ask arp if the ford zetec 1.6 rod bolt 151-6003 thread pitch is m8 x 1.0? the response was .....

We do not offer a rod bolt for that application. Unfortunately there have been no talks or plans in making them, as we really do not get many inquiries for them.

the actual ARP 151-6003 rod bolt or a zetec 1.6 rod bolt and a tdi rod would be needed to get the right answer to this experiment. anyone in europe want to get one of these and test it then tell us if it worked? zetec 1.6 engines were not sold in the USA.
arp-151-6023 this is the part number for a package of two 1.6 zetec rod bolts for $17 plus shipping if someone wants to try the lottery ticket approach and hope to find a winner, this has never been done before, It may not work. downside? you might waste $17. refund maybe? remember to tell us if it worked.
although it is 9mm and wont fit in a tdi rod, the vr6 rod bolt I have is marked 12.9. from internet information sources, grade 12.9 bolts are 174,000 psi strength. the alh rod bolt I have does not have a 12.9 marking but is probably grade 12.9. rod bolts are lower on the list of things that can go wrong compared to a timing belt or a failed lifter, but I would like to buy the best rod bolt I can get.
if it means anything, several mercedes benz diesel engines have 8mm rod bolts possibly made by the same company that makes vw rod bolts elring
anybody notice that alh rod bolts are not an interference fit? real close but certainly not press fit .
