Stupid horn ground question - A1

This is the second caddy I've seen that has a ground via the steering column tube, but NOT the center shaft.
Should this thing ground through the rack somehow or was it just a "ahh, it'll ground somewhere in there"
kinda setup?  This has to be in the top ten stupid car problems I've ever seen.

by the drivers sid rack mount... there is a wire from ear on rack to body....

old ones has a steel bushing to do this in the column... newer ones got a rubber/plastic bushung... and that makes it require a wire...

Found it, never noticed that damn screw, and there was a terminal on it with the wire ripped off.  Hopefully this fixes this part of the problem.

Horn didn't work on my rabbit until I found that wire and gave it a tap, must have wiggled enough 'cause it's worked fine for 5 years now.
'82 Rabbit, I put on a euro vnt-15, 2.25" DP, 2.5" exhaust, the result.....it whistled.

I removed the turbo, made a toilet bowl 2.5" DP, the result....it was deafening. Now it has a homemade muffler up front and a thrush in the rear, the result.....less loud.

I don't think I've ever actually put a rack in one of these or I'd have seen it.  I was glad to make it's acquaintance.
