replaced VSS on transmission but still won't work. Is there any way to test the cluster other than replacement? If I replace the cluster, then apparently I have to get vag-com to reset everything, correct? Any less expensive suggestions? thanks

If you have vag-com , you can do an output test to check the speedo operation.
I have experienced more than one mk4 with strange VSS wiring issues. Did you check to see if you have voltage coming to the sensor?

I don't have a vag-com. didn't do any type of testing, figured easiest and first thing was to replace the vss since I had a new one for it.

Do your reverse llights wlrk? This sounds stupid but i had thr same problem on my 2000 and it was the fuse check it, the reverse lights and speedo/odo are on the same fuse

The auto trannies also have a trans speed sensor thats located under the drivers trans mount that can cause simulare issues. The way to access it is to unbolt/remove the trans mount assembly and then you can get to it.
You should at least find someone with VagCom and check outputs and inputs before just throwing sensors at it as they can get spendy.

I changed the sensor under the trans mount, and I think my back-up lights work, but I'll check the fuse. thanks.

sadly swapping clusters also issue due to alarm.. will have to be reset via stealership unless you send comp to get it defeated.. comp, key cluster are its 3 main parts..

thats what I was noticing on some of the threads about the immobilizer, but it seemed that I could reset the key using vag-com, unless I misunderstood(and if I had a vag-com). That also was why I wondered if there is a way to test the current cluster, before trying to replace it. Not making any radical changes until I learn more.
