you need a boost controller.

you can just ajust the rod at the back of the turbo.  The closer the wastegate arm is to the end of the shaft, the more boost.

thats not a very accurate way of adjusting it tho, you can go overboard really easy that way..

boost controllers are cheap, reliable, and EASY TO USE..

some you can adjust on the fly while in the car..

Your '94 should have a K14 turbo, so there's no external wastegate arm.  Look for the wastegate canister, loosen off the nut (10 mm IIRC), and turn the screw in for more boost.  I turned mine in all the way then backed it off about 1/4 turn and rarely see in excess of 15 psi.  A boost controller would work too

there again, not a very accurate way to adjust boost..

you might turn it a couple turns, and see a couple PSI boost, but then thread the wastegate adjustment in a couple more turns, and your up over 20 psi..

boost controllers are cheap, and adjusted much easier.. 1 turn on the boost controller knob = 1 psi more boost..

boost controllers work better than adjusting the wastegate, and  make the turbo spool quicker.. it holds the wastegate closed until a set pressure, then POPS it open quickly..

a normal wastegate starts opening before the max boost is reached.. makes for longer spool up times..

and for gods sake, you can build your own boost controller if you arent a total dur-de-dur... for atound $5..

someone upgraded it at sometime then. they came stock with a K03, witch looks very similar to the k04.. sure its not a K03?

I can hit 25 lbs boost sometimes but boost often drops from 15--20 lbs. to 10 lbs,any ideas?

HOLY CRAP! your gonna kill that poor turbo!

20 is all the more those turbos are happy making..

it gets boost spiking because you didnt get a boost controller. thats exactly what it does when its cranked up too far..

NO.. 20psi is not safe with that turbo. its just a hot air pump at that point. 15 psi is all the more boost these turbos are happy making..

the engine will gladly take 20 psi all day long, but the turbo wont happily supply it..

good luck trying to return the wastegate back to its stock setting..

(unless you counted the amount of turns you screwed that screw in)

its not gonna regulate boost very good now that you altered the spring tension in the wastegate. its gonna be erratic/spikey at best, but you already figured that out..
