A block heater will greatly increase your econ. When the engine is cold its not burning the diesel as efficiently.
Now, in the summer time this works backwards because its already warm enough to burn efficiently and then you've got loss from the rad fan cooling things but it's plenty cold enough i think that your fan will never turn on.
