thanks, that is what i thought after looking at it more, it is crazy what previous owners do to their cars

so my marks mean nothing and i cannot find previous marks when i flip it the other way.
so basically i am going to have to install the pump and tinker with setting with the arm and springs off, and back the lowspeed screw all the way in so i can find the sweet spot, install the arm, then bring the set screw back out to touch the stopper arm?
again newbie question, but when i turn the accelerator shaft ccw from the position it was originally in, it seems like there is a bit of dead space, before i hit some resistance that is then spring loaded(i guess the governor arm with the springs in the main housing)
so is the idle position supposed to be with no resistance, then when you give it throttle it goes through the spring loaded range?
just looking for a little reference on where to start before i start the engine back up
