I find in 1st and 2nd from 2500rpm to 5000rpm the car flies up it, in 3rd 4th 5th then car hesitates going from 2500 up. and when i took off the line going from the turbo to the IP to look at setting up a boost gauge there was oil in that line, is that normal?

Depends on how much oil is in there.
If you take the top of the LDA off you'll probably find that it's full of oil.
You should take the intake boot off and check the turbo for play.

I think that's normal. I get that too a bit. it smells a bit like things are getting hot and i think that's all it really is ... stuff getting hot. cooking what ever organic material is on there.

I would say you wouldnt want quit that much. I am more into the bigger truck stuff but 1/16 up and down but the in and out is what I worry about the most.

You should start looking for a replacement turbo. It's getting there. I wouldn't say you've reached a critical state yet though. If you plan to rebuild it, do it asap before it hits the housing, then it's no good.
Does your car have the regular style of wastegate control or VWs crazy idea of limiting it with a vacuum switch? You can tell simply by looking for any vacuum lines coming off the wastegate leading to the airbox area.

It's probably a K03 actually (AAZ engine), and it does in fact have the dreaded vacuum-actuated wastegate defeater designed to limit turbo action for emission reasons.
The FAQ ("make your 1.9 faster" thread) covers off what to do.... although I don't think it mentions pulling the vaccum hose off the back of the wastegate once you've disabled the throttle switches etc.
I believe venting to atmosphere makes the wastegate work properly, as opposed to vacuum... Tyler: do you know for sure?

You have VWs crazy boost limiting idea.

Cut the hose at the arrow. Plug up the A end of the hose and leave the B end open to atmosphere.
This will give you boost when the engine needs it, not when VW thinks you should have it.
This will accelerate the wear on your turbo though.
DISCLAIMERGet someone to verify what I just said. I hate turbos and could be wrong

Tyler: do you know for sure?
I'll second it likely being a K03.
Vince: I'm not sure. I had one on the workbench today and using compressed air it seemed to function as it should with the mod done in my picture above.
