i spun my pump still on the motor and attached to fuel but there was no fuel being spit out from the line. is this normal does it need the back pressure from the motor or is there a guasket leaking?

I assume this is your user name jetta?
Try turning the key on so the stop solenoid is open.
I don't know what back pressure from the motor or a leaky gasket has to do with it.

'82 Rabbit, I put on a euro vnt-15, 2.25" DP, 2.5" exhaust, the result.....it whistled.
I removed the turbo, made a toilet bowl 2.5" DP, the result....it was deafening. Now it has a homemade muffler up front and a thrush in the rear, the result.....less loud.

The solenoid on the distribution part of the pump needs 12 volts in order to let fuel out. Fual will NOT come out unless this solenoid is open.
Even with the solenoid open, cranking it by hand, you won't see much fuel come out.
When I had the lines off and tried cranking it over, the pump was barely squirting out any fuel.

If you turn the key on and hold the fuel lever all the way to full the fuel should come out faster.
