So the jetta has been sitting in the yard with two stuck cv bolts. to make matters worse, theyre stripped. Ive tried cutting one in two but theres not alot of room to work with and the bottom of the car is covered in alot of oil. Any tips/tricks on getting em out

first apply degreaser and wash the area, then try the visegrips as Blkboostedtruck said, working in a dirty environment is half way to injuries.

I've cut the head off then you can get a good grip with vise grips.
"edit"
let me clarify. Once you cut hte heads off the bolts you can remove the axle leaving the stuck bolts in the flange.
I've used a flame wrench as well to heat the part the axle bolts to (flange).
Got one to hot once and ended up replacing the out put seal

ive tried the vice grips on the bolts Ive cleaned up. Several failed attempts. I hate resorting to cutting the bolt heads off but if its what I must do...
Thanks for the help

Cut the heads clean off and then you will be able to unscrew them with your fingers. Once you actually get the axle off of course

for search purposes:
I had this problem with the alan head bolts that hold the disk calipers together. Someone previously had stripped them into perfect circles. I hammered a torques socket onto them and put a breaker bar on that. That worked wonders! Getting the bolt out of the socket is a little tricky though.

I'm sure there is.
Probably just a standard Metric thread.

Cold chisel and hammer.
100% guaranteed solution.
One good belt end-on will shock the bolt free.
then just tap it round with chisel and hammer

I replaced all of my bolts with allen bolts from my local hardware store. Seem to hold up just fine as i replaced them over two years ago. Cheap too
