Is it actually putting out fuel? Is there smoke out the back when you are cranking? If not make sure the stop solenoid is working

I have 3 questions here:
I just had a pump rebuilt and I am thinking about doing the governor mod, which I have a question about also. I found this information in the archives and didn't find any information further confirming or denouncing it. I marked mine before I removed it and am positive that it was pointing more towards the water pump and alternator. My question is should the pump keyway be facing up and towards the engine??? Also I have read and re-read the governor mod in the faq but I am confused on what exactly to do. I am guessing to take the main spring out and put in a piece of round stock the same length, because some I have read said that if you shimed the intermediate spring it was problematic. I also hurt the pump sprocket in 2 places one isn't bad and the other knocked off about 20-25% of the tooth across. Should I file and run it, weld and shape and run it or scrap metal it. Tell me how to post pics on here and I could show you. Thanks ahead...Any help is already appriciated.

I wouldn't take a chance on the sprocket - good used ones can be had for a nice price.
Did you disassmble everything with the engine at TDC compression or exhaust stroke? The description you quoted is correct if the engine is at TDC on the compression stroke. Look at the cam at cyl 1 - if both lobes are away from the follower, you're on the compression stroke. If one or both lobes are on the follower then you're on the exhaust stroke.

You don't remove the main gov spring, you shim it to make it stiffer.

1. Yes the engine was at top dead center on compression. The cam lobes were pointing up and away from the head. I always slide my timing plate in the end of the cam and the round stock in the IP before I disassemble anything, so I know that I am where I am supposed to be. I just came across the post quoting the position of the IP key and immediately knew that it wasn't that way on mine when I took it apart...I also marked everything with a paint pen just to be sure and I know by looking at the IP sprocket that it was not in the right spot. I bought the car off of a guy that liked to "tinker" with VW's and the car never ran correctly or much at all since I bought it. I put a new head and head gasket and timing belt and injectors trying to fix the horrible surge and non idle that it would sometimes have sometimes not. Now that I got the pump rebuilt I am wondering if the guy didn't put it on incorrectly and it ran just not very well and this is been my problem all along???
Also what about the IP sprocket being hurt? any ideas?

As far as the sprocket, I'd replace it. Way cheaper than it failing or causing your belt to fail.

At TDC, the keyway on the pump should point to about 10 O'clock on the pump input shaft.

definitely replace the sprocket. NA and TD ones are the same I'm pretty sure.

would someone have an IP sprocket for me?
I am positive that the sprocket was pointing 4 o'clock or so when removed, and positive that the crank and cam were on TDC compression- or whatever it is when both lobes on cam are up. so I know that was bad probably my whole problem.
As far as the main spring what is the best way to shim it? Pictures would help if possible if not just tell me what you did please. Thanks guys Lucas

I sent a message thanks.
I am still wondering what exactly to do with the main spring. The one guy in the FAQ thread said not to replace the intermediate spring, but to shim the main. I could do this, but I just want to know what to do/use. I don't want any washers floating around in my pump. I just need to know exactly how and what to replace and use and how it is all supposed to be held together.
The pump is on my kitchen counter
