I have done several searches and I would like more input from the many pump gurus here on the high idle screw. My car is 86 with the 1.6 NA pump, resealed at the shop 6 years ago and not touched until now. I have installed a K24 and boost and EGT gauges and l am starting to look for more power. I went over and worked with a friend on his pump a little and got back and looked at mine and started to tinker, the first thing I thought was to check if I was getting all I could out of it at this setting. I started to back out the high idle screw and got 1.5 turns with no problem and decided to research it before going further.
So should I set this to take the pressure of the cable, just before binding internally or is there something else to consider?

You should read a lot more. It's pretty obvious. Spend some time in the FAQ. This information has been written about a million times.

high idle screw? wtf are you talking about?
what about the cable taking the pressure of what?
you need to do LOTS OF READING dude, before you mess something up.
read all of this:
http://www.vwdiesel.net/forum/index.php?topic=30340.0and all of this:
http://www.vwdiesel.net/forum/index.php?topic=24323.0and MOST of this:
http://www.vwdiesel.net/forum/index.php?topic=16687.0and that should give you a BETTER IDEA as to what your doing.
because right now, you are flying blind, and have no idea what you are doing..
thats the best way to KILL your pump, or engine..

A picture may help here, I am referring to the adjustment screw on the side of the pump, opposite the residual fuel screw. This stops the accelerator lever at WOT.

Only purpose that screw has if for the throttle lever to rest against, but it doesnt even need it. You can screw it all the way through but your pump wont rev any higher or put out anymore fuel then it already does. You could realisically raise your idle up with it too, but thats it.
You should be able to screw that pin all the way in or even take it out, and take off your throttle cable leaving the throttle arm by itself and your motor will still idle at the same rpms as it would normally.
At least mine does...

I think he's talking about the OTHER screw, the max RPM screw

i COMPLETELY REMOVE the max RPM screw from all my pumps..
these diesels would last WITHOUT a governor, i feel the stock governors are almost TOO conservative..

its not like modifying the governor tho, if thats what you were hoping..
that screw is just a stop screw BEFORE the governor kicks in fully.. even taking the screw out, you still have a stock rated governor..
if you want MORE POWER IN THE UPPER RPMs, then pop the top off your pump, and shim the governor.. you wont regret it.
i basically shim my governors solid on my pumps.. my last pump WASNT shimmed solid, and still performed AWESOME..

Yes, I realize the gov mod will increase the fuel, this is just the first step. I have actually read all those posts. It is just this first basic item wasn't addressed that I could see.

what, the max RPM screw?
its really not important for any reason, unless you want to limit your pump to say, 50% throttle..

There is a difference between reading and understanding. There is no reason to mess with those two screws. It's your car and you can mess it up if you want but I would suggest that you make sure you feel very confident when you start taking apart that pump.
