The exhaust housing is part of that tdi manifold.
The vnt-15 loses much efficiency above 18.5ish and may not live long if it sees 20psi all the time, or depending on what altitude it makes that pressure.

I probably will not take it to 20psi all the time since i hardly drive on the freeway. I figure that the tdi manifold will bolt to the 1.6td and what are the options on downpipe for that turbo? Will i be better off with a t3 with a 3' PP downpipe or a VNT 17 instead of the VNT 15?
You should be happy with 15 PSI. It spools way faster than a K24 etc and makes the low end much more usable. 15 psi with a VNT turbo vs 15 psi in a wastegate turbo are two different things. You can't compare just the numbers.

ive got the same turbo.. and to use it on an older 1.6td setup you have to make a vane control system. libbybapa, jimfoo, and named tintin all have setups and tons of useful info if you end up having to make one.
First i want to throw a diesel into a MK2 golf GTI for a daily driver (I still want it to be zippy...120whp would be ideal) I am also curious about doing the franken 1.9/1.6td for that or maybe an azz. I just want to wait and see the result of some others doing it.
My second project would be to throw a regular 1.6td in a tracker or a sidekick.
