Golf 1.9 TD overheating

I have a 1996 Golf, it keeps overheating even after I put in a new pump, a new thermostat, the radiator has been bleed twice, the block has been surfaced ground but not tested, the head has been tested and skimmed.
I see constant water bubbles in the water system when the car is idling,
the fan also comes on when idling.
Can anyone help

after the car sits from cold, start it up for about 1/2 a minute, then shut the motor off. open the rad cap.  if pressure escapes then it is likely a leaky HG issue.  pressure should not build up after 30 seconds, but only when the motor is hot.

the oil cooler can go too.  mine did strange things to me.  my oil level was going up... very weird!  changed it and now my oil level is perfect.

With the engine cold remove the expansion tank cap and then start the car. If it is bubbling then you definitly have a bad headgasket, possibly a bad head. If there is also smoke coming out of the expansion tank (usually white steam) then there would be no doubt in my mind that it is a HG/head problem.

It has all the symptoms of being the head. The gasket is new, this is the second time that I have had the head tested and they find no cracks.
The first time the car overheated I had the head tested and they found no cracks so it was reassembled, but doing long distances the car would over heat again, so I had the head re tested and no cracks were found again, this time the block was skimmed. I took it to the road and it's still overheating.

is your fan kicking in to cool it down?

check to see if there is power to the fan or if there is then it might be a faulty switch.

When were the injectors last rebuilt? If they are spraying poorly it will cause overheating problems
