no fuel from the Injector pump

The engine is not getting any fuel!!!
i checked timing and it was good, i checked the fuel cutoff and it showed 11.24 volts while the key was in run, and showed 10.something while in start position.
I am replacing the IP, could it be a faulty rebuild??
i removed one of the steel fuel lines while cranking to check for fuel and it is totally dry. i do have fuel in the tank and in the line all the way to the pump. in fact i even put some in the pump thinking it might need to be primed.
HELP! HELP! HELP!

it will take a time untill the pump finds diesel again.
Maybe there is comming air in the feul lines by the connections (maybe a forgotten copper O ring)
The best thing you can do with a diesel is pull it untill it starts (you dont need to hurt the starter)
i started my last engine up with just starting :? but, i used some propanegas (a little flame thrower) it works very good, the engine start, more rpm, the pump puming up diesel faster... you safe the starter

EDIT
this is what i used, i put it on in the inlet (offcorse without a flame  )

I would sure recommend using a fuel pump in line to pump fuel all through the IP then remove it and hook up the IP as normal it started in about 5 seconds and was running normal with no smoke within about 10 to 15 seconds.
my pump i used was a high pressure low volume pump but just about anything should work.
love the rebuilt IP...car starts with almost no cranking. before it would take 5 to 10 seconds before starting now it takes half a second or so.

That car had a inline pump to the IP as well its just it was the first time it was started after a complete rebuild so there is some extra assembly lube being burnt there.
\
\AS for the inline pump, I reccomend throwing it back in, help extend the life of vane side of the pump, gives a little additional power, and makes bleeding the air out of the lines after something liek a injector swap a breeze.
