Can a tdi turbo/manifold unit be bolted onto a 1.6?

Yes, it can, but not that particular turbo.  That one is for a newer 16 valve engine.  You need one from an older 8V 1.9 TDI engine.

Ok, so I'm assuming alh and ahu will work? Are all 1.9 tdi's 8 valve? I wouldn't ask that question if I knew of a database that had engine info.

Also, is there any particular reason people don't do it very often (besides it being a relatively small turbo)?

The AHU/1Z turbo will bolt up and is a wastegated turbo.  I think probably the ALH turbo is not used on the 1.6 very often because it is a VNT turbo and controlling the vanes adequately is a lot more of a challenge than just running a wastegated turbo.  I have an ALH VNT15 on a 1.6 rabbit.

Awesome, I didn't even know they made a tdi without a vnt turbo. How is the gt15 on your 1.6? I'd imagine it's about the same level of performance as a k14...

The K14 is not even close.  I have run a couple VNT 1.6TD setups with properly functioning mechanical controls and the VNT15 with properly functioning vanes spools way faster than the K14 and flows better at high rpms/high boost.  The boost threshold is considerably lower than even a K03 and yet flows better at high rpm/high boost than a T3 or K24.  None of the stock VW wastegated turbos come anywhere close to the performance of a properly controlled VNT15 or 17 on a 1.6.

I was actually talking about the gt15 turbo, the non-vnt that came on the 1z engine.. that's right, Right?

I would love to have a vnt, but I do not have the time to mess around with a mechanical vane position controller. Maybe some day when im not so busy with school.

To be honest I'm actually not that interested in making this engine hi tech or anything.. I would actually prefer a normal waste gate turbo like an older idi diesel would have. I want it to be an example of a simple, efficient, and reliable old school diesel :) its not gonna be fast, just not slow as $%&#

Ah, sorry.  I wasn't paying attention.  The GT15/K03 spool very quickly, quicker than the k14, but are also quite restrictive so even at stock boost pressure you can feel the lack at higher rpms.  With higher than stock boost the high rpm loss over a less restrictive/more efficient turbo at the same boost pressure is very noticeable.
