I am rebuilding my primary work car.  I drive a minimum of 50 miles a day, I have a 1990 jetta 1.6 TD.  I just sent the block, crank, and rods in to the machine shop.  My head is junk, I would like to do a 1.9 hyd. swap on that.  My cylinder bores were pretty rough, so I am opting for an over bore and new pistons.  I am looking for advice on what do do for the rest of the engine.  My key goal here is best economy, not horsepower.  My pump was recently rebuilt as well as my injectors, and my pump was turned up 35%.  I plan on doing the governor modifications outlined here.

I am worried that the lower compression will kill my economy.  I am also looking at replacing my turbo because it has over 200,000 miles on it.  My main areas of concern are this

1.9 head, will it work?  Is hyd or mech better for me?
new intake, which one?
new turbo, which one?

I will also be adding an inter cooler.  My transmission is shaky at best, so i am looking at a rebuilt one with a taller top gear to bring my rpms down.

My best economy with my tired engine was between 45-50MPG.  I wont mind awesome horsepower if I can still get the great fuel mileage.

How fast do you drive? What's the terrain like there? There is no one-size-fits-all for fuel economy unfortunately.

I've found that keeping the RPMs "up" actually get better mileage. I like to keep it between 2500-3100 with my 1.6TD.

I drive speed limit 55-60mph.  Flat terrain for the most part.  Is the higher rpm due to efficiency rather than a higher load at lower speeds in top gear?
