I have done this with my rabbit for this year while i rebuild my 1.6TD.  You will need from the TD both intake and exhaust manifolds, turbo, turbo oil feed and return lines, oil pan, and oil filter flanged with oil cooler and oil cooler coolant lines. 

I run stock boost(no more then 10psi)  My engine has had a fresh build not that long ago but i wanted to turbo it because i was sick of downshifting for such a little car going up hills.  I turbo'd it and now i want to build the td engine and see what kind of numbers i can pull from it.   Then engine runs great like this, i don't drive the piss out of it because i dont want to wear it out premature.  Huge power difference and just quality of driving.  I had mine chagned out pretty quick to didn't take long at all,

prothe sells a conversion kit for under 500 bucks... thats by far the cheapest route. unless you are good at sourcing cheap or free parts from people and wrecking yards. i ended up taking a couple years to round up all the parts to turbo my rabbit. but i picked up an 84 TD engine complete for 250 bucks. only thing i really ended up using off of it was the pump and injectors tho, cause a gasser intake is way way better than a stock TD unit, and i couldnt use the turbo cause it was wasted, and that caused no need for the exhaust manifold. but a VNT is a way better unit than a T3 anyway. i never thought they would be as good of a turbo as they are for being so tiny.

i paid 300$ for my td engine that i'm rebuilding that had all the parts i needed.  Paid about 30 for gaskets and such.  I made my own intake and got 2.5" turbo back exhaust.  So i did it cheap.

My NA > turbo was detailed in my long post 1.6 TD in a Dodge Caravan http://www.vwdiesel.net/forum/index.php?topic=15633.0

Approx Costs:

$120 for what was to be a VW TD exhaust manifold with turbo. It turned out to be a 5 banger Audi with a locked up turbo.
$300 for a new GT15 turbo from Prothe
$65 for actual 1.6 TD intake, used
$80 for silicone 90 elbows for the intercooler loop
$30 for rad hoses to make the intake loops
$65 for K&N air filter for a 7L engine - way over kill
$90 for new timing belt & tentioner
$58 for new head gasket & bolts - wish I had done the studs but didn't want to wait for them in the mail
$200 for an FF trans and 1983 TD block that had N/A IP and manifolds.

$40 - Other items, argon gas, aluminum welding rod, cast iron Ni welding rod, TIG welder already owned...
