I asked the exact same question a coiuple weeks ago.I came up with, no.The pin is sliding freely on the cone, as well as the arm that touches the back of it .that then moves off the collar plate.If the flyweights arent pushing back, then it wont put tension on the arm or pin.would be nice though.There is a diagram with a foot, that isnt even right. the pin is shown as a one piece arm that pivots,but its three parts that work off eachother.
