Well, the seal its self is rather inexpensive. To change it some mechanical abilitly is certainly needed. You have to remove the top of you pump. The spring or throttle assembly is the worst part to deal with. Pay attention how it goes together and remove it slowly for its all spring loaded. I think if you do some searches on here you will find info that pertains to this. The throttle shaft can go back together in several different positions, it must go back together the way in came apart to avoid headaches!
Sometimes the bushing the shaft rides in wears out as well. Inspect it when its apart!
