problems w/ 92 eco diesel

the other day i was rolling down the highway in my 92 eco diesel. when i got off, the car was idling horribly and it was barely moving under its own power. now it seems to be weaker than it ever has been. if anyone has any idea what this could be from or could point me in the right direction that would be greatly appreciated.
and how do i check the level of the gear oil?

also, i can't seem to get the alternator belt to not hit the timing belt cover. the adjustment for the belt is at the end of the travel.

I once had a rag sucked into the intake nozzle to the air filter box. It took a lot of looking because it packed in where it was difficult to see. I was busy checking everything else until by chance I spotted the obstruction. Symptoms were similar to what you describe. If that is what it is great. Next check fuel filter.
The belt has stretched and the sides have worn allowing it to drop into the pulleys. Usually it does this when it slips for a while. Try getting a new one.

it is a new belt and i just changed the fuel filter.
how do i check the gear oil on this car?

drain it... but just buy new oil.
