Small vise grips will also work for getting out the broken bolt with some heat.

It may be easier to just get a used waterpump housing and replace it.It's not hard to get the housing off,it just bolts to the block.You will need an o-ring for the housing to block when you reinstall.

So vise grips didn't work.  Ended up drilling and tapping.  Finally got it fixed.  
Now to the rear bearings and axel bushings.   :roll:
