• Start right now, its not the relay!!!
  
  The relay clicks all the time when I use them, if I go a ling time without they stop. If the cars lights are off and I turn them on it causes it to click...and this all started after I installed my HIDs...but we've disconnected them and it still done it

• this is on your Mk4? if so, check the plugs on the back of the sockets. They burn out along with the sockets them selves sometimes. The emergency switch/relay does fry also.

• I know its not the relay, I swapped the relay from another car,
  
  I think its the stalk I plugged a new one in and it worked...

• Sounds like you figured it out! 90% of the time with random turn signal clicking, it is due to a failing stalk, not the relay/hazard switch. ASSuming we are talking about a MKIV
