I installed the 1.6 into the suzuki samurai and set timing(it is still in time) primed the fuel system and cranked, no start. Hooked up the remote ignition and there was diesel vapor and air out the exhaust manifod but also there was in intermitant vacuum when I put my hand over the exhaust.I took valve cover off to verify that I did not have the cam off by 180deg and cranked it and there was some white smoke coming out of the oil returns. the head is a hydro on mech block. I s there any possibility that the valves are not working properly due to lack of oil pressure? Or am I should I be looking at the head?

That's possible. When I put my engine together and had some bad lifters which didn't seem to pump up, I had puffs of air coming out my intake, so I"d bet the opposite is possible.

on the bell housing side of the head there should be a oil pressure sending unit , you should be able to screw a guage into where the sending unit is and measure the oil presure from just cranking the engine over with the starter .
or even just pull the sending unit out and watch for oil to squirt out .

I thought you could only use a hydro block on a mech head and not vice versa due to tappets not being able to fill up with oil...

I put the oil pressure gage on and during cranking it reads just under 70psi.
I thought that you could put a hydro head on a mech block, just that the secondary oil drain is blocked off.
I removed the exhaust and the #1 cyl sucks air in and the others seem to blowing whitish smoke out but no firing on any cyl at all.
Is there a way to check the valves form the top without removing the head, I just installed it?

It really really really sounds like the cam timing is off... the lifters are designed to work even when collapsed (ie no oil pressure).
Perhaps tell us how you've confirmed the cam timing... we might have a hint or two that may help ??

for cam timing I used the cam lock w/cam gear loose, both #1 lobes facing up. pump gear I used the locking pin and timed the crankshaft via timing marks on flywheel and timing hole in belhousing then re tightened the cam gear. I will recheck every thing tomorrow and report back.
I think that I will remove the #1 injector and run a piece of wire through the prechamber to confirm the #1 cyl timing.

The mark on the back side of the pump gear is in line withe the marks on the pump. If it was out 180deg would that cause the suction on the exhaust?
I will recheck the pump and let you know. I am not sure if the pump gear is the original one that goes on the pump so now that you bring it up I'll check that too. Thanks.

I checked the timing and the pump and all is set spot on. Jimfoo wrote on a different thread: "Clogged oil passages in the engine, clogged filter and faulty bypass. Those are my two main guesses."
If my head got clogged when the oil filter blew would that cause the lifters to malfunction. It seems like some of the exhaust valves aren't closing all the way because there is some suction on the exhaust ports. If that is the case what is the process to unclogging the oil passages in the head? It is the head only because I put is on a different block.? Is this some thing that I can do without removing the head?

If that is what you are thinking do a leak down test.
