It has a strange mount for a small manifold where the oil feed goes
It also has a pipe union on top of the wastegate vacuum chamber - what is fitted to that?
This is probably a watercooled turbo so that may explain the first part!
Possibly you are confusing the wastegate's spring adjustment screw in the center of the wastegate for a pipe union??

It's not the same as the watercooled k14 already fitted to my GTD, the flange is totally different.

Nope I'm not! It is a pipe union and it is exactly where you would expect to find the adjustment screw.
The turbo is from an Audi 2.4

Yes that's the oil feed on some models... a small manifold with the actual oil line bolts to it.
The other line is the boost control line... particularly on Passats I've seen the turbo is off unless you ask for WOT... a microswitch on the throttle turns the turbo on and off pneumatically using booster pump vacumm connected to this fitting.
As I recall: "open to atmosphere" = on
