Converting gas vanagon to diesel - legal issues

Greetings,

I have a friend with an 85 Westy that he wants to convert to diesel.  He has an 82 diesel and an 84 Jetta turbo diesel that will supply the conversion parts andthe engine respectively.  Does anyone know of a way of doing this legally in North Carolina?  If not legally, he has the diesel van that could supply the vin plate from the dash.  Is there a source or a good way to switch the federal certification label from the door?  Any other emissions related stickers that need to be replicated?

Gas to Diesel in Oregon is easy, DMV said just check the diesel box when you register it. Mabye it is the same in NC?
