water seperator question

i noticed theres a wierd little thing with 2 metal poles going into the water seperator near the gas tank with several wires connecting to them, any idea what this is?  is it some kind of pre-heater?  a sensor mabey?

It's a sensor that tells you when the separator is full of water, by blinking the glow plug light.

So if my glowplug light was on constantly when I was driving I should drain my separator? The glow plugs defiantly weren't on, I checked that. I'd imagine I'd need to park in a warm garage long enough to let the water thaw?
