belt whining?

For about the last 5000 mi my car has been whining, it sounds like a turbo that spools up early. Is my timing belt to tight? I can twist it 45 degrees, my IP shaft has slop in it, is that from the belt being to tight? Maybe I should loosen the belt.

'82 Rabbit, I put on a euro vnt-15, 2.25" DP, 2.5" exhaust, the result.....it whistled.

I removed the turbo, made a toilet bowl 2.5" DP, the result....it was deafening. Now it has a homemade muffler up front and a thrush in the rear, the result.....less loud.
