Throttle problem

What does it mean when your throttle will not go down past, I think it is 1800rpm when you push the clutch in and come to a stop?  When I start my 91 TD Jetta it idles fine. but if I give it fuel and let back off the throttle it stays up at that high rpm and will not come down unless I turn it off or just about shut it down by bogging it with the clutch and brake.

The injection pump arm moves smooth and goes back to the stop but the car runs at the fast rpm.  No matter how much I play with the throttle it will not come back down unless I turn it off. Granted it drives great and runs fine, but now has this super fast idle.

Have not touched a thing, it just started doing it. I also had the hood up and made sure the injection pump lever was moving freely and it is. It idles fast and the throttle lever is all the way back against the stop like it should be at idle.

Did a compression check, Had 450lbs in each cylinder. When I installed the new injectors it took care of my high idle. So one of my injectors must have been bleeding down.  Live and learn.  Now to find my low 8psi oil pressure problem.
