I just put a new dash in my caddy, when I was finished my blinkers would not work. The blinker indicator stays on regardless of if the switch is activated or not, but the signals themselves will not flash. The hazards work, and all the bulbs work. Could the flasher solenoid do this, as the hazards still work? I also have a problem with the wipers, they will work on high, but not low or intermentant. They also don't reset, but just stay where they were when they were turned off. Any help would be appreciated.

The hazards and the turn signals use a different relay if I remember correctly.  Check for continuity on your grounds, there should be no resistance to ground. Most electrical problems are caused by a bad ground.  Failing that check the relays.
