Is it towable (car dolly) or are the rear wheels completely locked up?

The car runs and drives fine, except for right now the rear brakes seem to be ceased.  Either the e-brake cables are gummed up, or the shoes and springs have locked in their position... i will attempt to uncease them if someone wants to drive it.

I'm from Fredonia, NY which is only 35 minutes south of Buffalo. It's about 3 hours Buffalo to Toronto and according to my aunt who lives north of Toronto, only about an additional 45 minutes to an hour to Newmarket.
I've done all the research to import the car, including getting all the customs forms, contacting VW of Canada for a letter of compliance for US safety standards, and all the stupid EPA emmisions stuff.

I purchased a '92 TD in Canada with the idea of importing it into the US last May.  From my experience there is no way to legally import it that is cost effective unless you are a Canadian living in the US.

The US DOT requires that all '89 and newer autos have a drivers side airbag installed, then all of the standard safety equipment must be of US spec.  On the '92 this means retrofitting the passive restraint system that US VW's of this vintage are saddled with.  The speedo must be swapped out for one with MPH on it and set to have equivalent mileage.  The headlights must be swapped out for the inferior US standard units.  And to top it off ALL of the work MUST be done by a "Registered Importer".

VW North America would NOT give me a letter of conformance .  This was a change in policy that occured in March 2006.

I talked to a RI in Baltimore Md. and they wanted $5-6k for the safety stuff and then they wanted to another $3k to test the diesel for conformance to EPA regulations (even though the VW diesel has a letter of conformance on file with the EPA and an excemption for being a diesel).   Oh, and this was the most reasonable RI that I was able to contact (two others wanted $8-10k up front before they dug in and gave me an actual end cost).

So, I am going to put the TD motor into my NA chassis.  My home state makes putting the motor into a gasser chassis difficult to register as a diesel, lots of red tape but do-able if persistent.  So, I am going to put the TD motor into my NA chassis and crush the Canadian chassis when I am done.  I had been hoping to be able to get my adult son a NA diesel at a resonable price in the deal.

Now from my research, if you are a Canadian citizen living in the US you can purchase the car and register it in Canada, drive it to the US and register it with no modifications and very little red tape.  But if the Canadian sells the car quickly in the US the US Govt' has some vague legal recourse they may take (none of my Canadian friends were willing to take the chance with their 'green card" status to try this route).

Now with all that said.  I would NEVER do this, but someone in this situation could do a dash/VIN swap with a dead diesel US spec dub already here in the US.

i haven't asked yet, but my aunt who lives here in the US has retained her Canadian citizenship. I was going to ask her to purchase the car on paper for me to bring it over. I'm still researching my options, but the non-confromance to a VW sold in the US is what's the kick in the pants. I haven't given up yet.

methinks your best bet is to find an na diesel with a good body, then swap everything over... that is your best bet... import the vehicle for parts only. and save 5-6k...
