81 na starter/fan

Hello, I seem to be having some sort of an electrical problem...When I got to start my car, The starter does not turn over, but the electric fan comes on.  When I try to jump the solenoid, the fan comes on as well.  Has anyone ever had a problem like this before?

Also I forgot to mention, when I unplug the electric fan, and try to jump the solenoid on the starter motor, Nothing will happen except, I hear a clicking in the shut off solenoid on the pump

AAh ha I think I may have found the culprit, its that copper bushing inside the bell housing, Any suggestings on how to get that thing out of there, w/o destroying anything?

I had the main line from the starter corrode off.  Car wouldn't start all.  had to jump the starter with jumper cables
