cold start lever wont advance pump

As the topic says my cold start lever does nothing.  The cable's  not broke and moves freely as well the lever on the pump moves easely, but when it moves nothing happens, as well idle screw that is attached some how will not lower or raise the idle.

Does anyone have any ideas on what could be wrong?

im going to guess that the piston is stuck, because it idles at 700-750 rpm and is harder to start than normal (needs throotle and once started its choppy for about 30 seconds)

any more thoughts?

Ignore RPM...There are pumps that don't raise RPM, they just advance timing....

Mine did the same thing. The cable wasn't adjusted correctly.

there should be a cold start idle advance screw on the pump.
