90 Jetta 1.6L starting problem

My 90 Jetta starts fine when its cold, or when warm, the cold start lever is pulled out. If its warm and the cold start is not out, it starts significantly harder. My glow plug circuit is fried, so the plugs come on and stay on till the engine is started, and if its warm, and i let them warm up it starts fine. However, because it starts great when warm with the cold start lever pulled out, it leads me to believe its an injection pump issue. Can't be injectors, I just put four rebuilt bosch injectors in NA10x stamped on them with new heat shields. Anyone have any ideas? I've played with the timing, advanced it as far as I could go, retarded, etc, no change. If I pull the cold start lever out though, it starts first turn every time.
