97 jetta idi 1.9

on the back of the injection pump, there is a length of 'airplane cable' that runs from a piece on the right side of the injector pump to about 3/4 the inj. pump length to the left.  at the end of the cable, there is a stop, that is held on by a nut.  this whole cable assembly is right between injector 1 and 2, and is between the pump and the head.

anyway, my 'airplane cable' is frayed at the stop end, causing about 1/2 of the wires to break IE only half of the cable thickness is still being 'held'

what is it, what does it do, what can happen if it breaks, and any idea how much to replace it?  (i think i can do it myself, only referring to part cost)

when the car is cold that cable will open up and raise the rpms.  when it is warm, it closes...

its not the cold start cable, its on the other side of the pump from there.
