Help! Not firing at all

Oh boy ... what a project. All started with a timing belt and trying to fine tune it with the IP. Ended up with having to take the IP out and reinstalling it; now the thing won't fire up at all. It's a 1.9 94 golf. Read the threats and primed the pump, used a dial indicator to time the pump at TDC on crank and cam. I have fuel going to cylinders 2 and 4 but not 1 and 3 - in other words the two lower fuel line fittings on the pump seem to be working but not the two upper fittings. Any suggestion at all why I'm not getting fuel to the upper fittings or why the motor won't even try to start?

Are you
sure
you have the IP at TDC (pin in the hole) and the cam at TDC on #1 (locking plate in the rear)? If those are all right, and you have fuel, it should fire. I take all the injector lines off at the injectors, and connect them one by one when they start to spit fuel. If you only have fuel at two of them, you need to keep it up. Do you have power to the glow plugs?

thanks Tusker ... I'll take off the lines off until I see the IP spitting at those locations. Pin at IP, lock in cam and flywheel all mach up - belt tensed. I even used a dial indicator to put the pump at .031". I figure, its either the fuel or the stop valve, but the stop valve was working before messing with the motor and I have 12v at the valve. Unless the stop valve has suddenly malfunctioned, I was a my wits end.

Have you removed the OUT bolt on top of the pump and poured clean diesel into the pump to overflowing?

Tylernt thanks. I poured in the fuel at the intake banjo as the first step after replacing the pump but I also hooked up all the lines and tightened them. I can't get to the car on a regular basis and I don't work on cars as a living, so an hour here and there - its frustrating when after spinning the engine over and over its doesn't even give a chugga chugga. So I'm really open to suggestions.

Going by memory here, but I think the OUT bolt is up higher on the pump than the intake banjo? So if you only fill it at the intake, you may not completely fill the pump up.
If you have some clear fuel line laying around, you can put it on the OUT bolt barb and suck on it until the line fills with fuel. Then you know the pump is full.
