When people say point the woodruff key on the landie pump towards injector port 1 does that mean directly at it or at 45° between north and west as you look in at the pulley from timing belt side??

I'm not sure what your question means.
The #1 isn't at the top if it's halfway between noon and 9:00.
Not sure where 45 between north and west is.

Most of the time people think of the front of the pulley as a clock. So your description of 45 degrees would be more like between 9 and 12 on the clock face IF I am thinking like you. And yes you would put the key in that area at about 1030 o'clock.
That should get you near enough to get it to fire up and run. Time it appropriately from there.
