How tight are the v belts supposed to be. I tightened them until they were just barley flopping around while running. With engine off theres maybe a 1/4in of play with about 5-8 lbs of force applied.

I would say that is good. When they warm up they will slack some and maybe give you 1/2 an inch of defliction and that I think is what you want.
