Hi yeah, Sorry I meant the o-ring between the main body of the pump and the distributer head. not "main seal".
I took the cover off as I was advised to make sure the pump was "on cam" before backing out the head bolts and slipping the new o-ring over the head. It looks like I'll have to take the cover off again and investigate the idle spring and accelerator lever. Thanks so much for taking the time to respond everyone. Especially LibbyDiesel.

so the picture sent in by Libby is not correct, the yellow pointed screw is not the Low Idle stop it is just a screw to stop the idle lever going too low so as the engine would stall and not even idle.  the idle is only adjusted by the length of the Rod and only the Rod.  pls back out the yellow pointed screw so it doesn't interfere with the movement of the pivot lever and then try and adjust the idle with the rod, unscrewing it will lower and vice versa to raise it.  you mention you only changed the Main seal? are talking about the Drive Shaft of the pump seal? did you re-time the pump once you did this?  even though you did remove the pump once you de-tension the timing belt and re-tighten it again the timing will change, did you lock the camshaft and remove the cam sprocket in order to properly tension the belt?  if not the pls do this procedure again.

The A2 and A3 Bentley manuals both say to lower the idle, adjust the rod longer unless you cannot lower the idle speed adequately and the side lever is contacting the stop screw (yellow arrow).  At that point the stop screw locknut should be loosened and the stop screw should be backed out.  The rod should then be lengthened to achieve the desired low idle speed.  Once idle is at spec using the rod length adjustment, Bentley says to run the low idle stop screw in until it just touches the lever and lock the locknut.  Bentley is clear that both rod length and the low idle stop screw should be set to coincide to the same point.
