Who on the east coast or the south is capable of doing this?
I have a complete 04 pd golf and want to place it in my 86 jetta.
I am a decent wrench but know my limits.

If I were you I'd check into an edc15p injection system out of Europe. There may have been a non immobilizer variant out of an earlier VW/Audi/Seat/etc. Getting around the immobilizer on that one might be difficult. I can't even imagine that many people stateside will have the proper BDM attachment to interface with it
Alternatively you could install the cluster and everything out of the MK4, but you're getting into a lot of custom work with that one.

I know I could use my vagcom to resolve most issues. Since i have the cluster, it negates going to extremes.
The in tank pump is not a biggy, or is the mounts.
Where I am lost is the suspension, harness, and climate issues.

86....is that pre CE2 wiring for the MKII ? I can't remember...CE2 makes everything alot easier to wire though. Lucky find for you!
MR DAVE has done it with a MK1 and a VE full electronics TDI but not with the PD...his was in an MK1, but I think you'd find some of the wiring info, etc. and research he did very helpful. I'll dig on the vortex to find his thread or maybe he'll even chime in here..

CE2 wasn't introduced until ~1990 in Golfs and ~89 in the Getman built Jettas.
Where did you get the parts Golf anyways?

I saw it going by on a wrecker and followed it to an impound lot. Bought it from the insurance company for $900 . 60k on it. Pounded hard in the back.

Look for tdipd on vwvortex. He's got a PD converted MKII from a Seat or Skoda (same shyte). He'd have some good insight.
