Rabbit Injection Pump on an '85 Golf?

Can an injection pump from an '80 Rabbit (VE 4/9 2500 R16-2 or VW 068 130 107A) be made to work on an '85 NA Golf?

A friend's Golf is getting no fuel from the pump.  Fuel is coming out of the return line though.  Also the pump seems to be leaking from the quantity adjuster shaft.
