anybody know a cheap DIY way to install an air cutoff, inline with the air intake hoses?
For 1.6 TD.
Would be activated by a simple cable like on the chokes of old.

You could probably use the valve off the ALH pretty easily.
Is that the anti-shudder valve?
Is this something you're worried about happening regularly? A runaway is an emergency situation, it's not normal and is caused serious mechanical problems. This is different from, say, a high rpm hang when you're trying to dial in your fuel pump settings or from when you have a stop solenoid failure in which case automatics had a stop lever and on a manual you stall the vehicle. If you are concerned about an engine runaway, a CO2 fire extinguisher sprayed into the air intake is the old trick, just make sure it's a CO2 type and contains no dry powder.

oh, no; it's just that the more used parts I use (e.g., is that old turbo leaking oil into the intake?) , the higher the risk of runaway.
I like the idea of the CO2 extinguisher too.
If you have a long boot between air box to turbo (like my Ecodiesel), an extra long nose pliers crimping the boot will shut air supply and kill the engine. Test it first. May have to cover the jaws with some radiator hose for some "give" to make a tight crimp. I will try it out on mine when I get a chance.
