You find someone who has it, and ask nicely.

(No, I don't have it. Yet.)

Or, you start a VW dealership, and take over from the parts guy you hired when you need to do an ETKA lookup.

Europe has different parts than we do.

Emule has different languages,as it's a worldwide P2P sharing program.

ETKA also comes in different languages,just pick the one you need.Sometimes you have to download a few to get the right one.
