If your timing was OK before and seems to be "walking" you might want to check the crank sprocket?
I could be wayyy wrong though.
Timing is not walking. I just wanted to advance the timing a little and see if I can get better mpg.
Ever fiddled with the IP internal pressure? Does the cold-start lever provide a full 5 degrees advance?

I did set internal pump pressure to spec with hammer and punch 3 years ago. The cold start advance works and gives easier cold starts in winter. How many degrees? Never measured it. Now that I have piezo, I can and will measure.
I can swing all my cars pumps to the end of the bracket bolts adjustments and the lower bolt does not bind in the process so no clue whats going on there?
When you put the pump pin in are you just letting it sit? Every one I have done, I push the pin down so that it takes the slack out of the timing belt on that side. There is enough wiggle room with the tool to choose a position.

The IP sprocket pin is a bought item and fits very precisely and locks the sprocket when inserted all the way. The sprocket is keyed to the IP shaft so it may be I have the wrong sprocket or some other wrong parts or I am putting the belt on wrong.
I have to skip a tooth from the stock position after installing 10mm pump head and 3mm camplate...
Pulley should move 1 tooth clockwise with belt not moved...

I moved the pulley 1 tooth clockwise with belt stationary without much trouble. This is what the the timing light shows. I marked the rectangular tooth with green paint. It is about 1/2" to the right of center in the window. How many degrees BTDC would that be approximately?
Do you hear any pinging? I have very poor high frequency hearing and may not hear anything abnormal?
