where are my horns?

There are 2 horns in my 92 Eco. I found one behind the grill in front of the radiator next to the drivers headlight but could not find the second one for the life of me. I've looked from above, from below, from the front and could not find it. WTF is the se ond horn?

Inside wheel arch to the front of the wheel I think

Inside wheel arch to the front of the wheel I think

Driver's or passenger side?  Do I have to remove the plastic wheel arch liner to get to it?

I think on the right as you look on from the front. Yes under the  plastic liner.
There must be some tell-tale wires.I say think because there may be a RHD/LHD issue.
 Not sure which my pic is, but the other horn is nearby

Wires should be black/yellow and black/brown

Wheel well, you have to remove the plastic liner, and it's a "Trumpet Horn" different from the one in the front.
FER Fahrzeugelektrik GmbH Eisenach 3B0 951 223, that's the one I put in my car, paid $24.00.
I think they're also known as Fanfare Horn.

Why not lie on your back and get someone to sound the horns. Two horns surely less ECO than one, any way ;D

Actually I did that but didn't lie on my back. I unplugged the connector to the horn behind the grill, played around with the 2 connectors by the batteries, swapped them back and forth while pushing the horn pad and got the second horn to sound once, then it was dead afterward that (couldn't get it to sound again). So the second horn exists, looked all over, just could not find it. There is likely issues with the wiring or the connector to the second horn, or the second horn died that exact instant (which I don't think so). The horn behind the grill works but not loud enough to my liking with just one horn. I'll get to it soon. Can't believe VW have that horn so well hidden. Why?

A mystery for sure...
All my Q's have been single horn under the fender, but the twin horn option was from the same accessable spot with the two horns stacked on the same bracket.

I do have a 2ft air horn off a truck somewhere; that  I picked up for next to nothing, but have never got around to fixing it on.
There are times that I'd love to have been able to use it... 8)

I couldn't find the second horn either, only the wires and the rusted end of the plug, the rest was gone.
I had to soak the connection with penetrating oil and used long nose pliers to remove what was left, took some time and patience to do since it was very rusted and also I didn't want to damage the plug.
Probably was the original horn.
But you have to raise the car, remove the front driver wheel, the plastic fender liner, lie on your back, and get comfy...
