After having the IP off the car for a month (not drained-sitting in normal position) I can't get fuel to squirt out of the top two injector valves. (What the hard lines screw to.) I had pulled the valves out to clean them in an ultrasonic cleaner. All parts were accounted for + reassembled in the correct order. The pump in full of fuel (verified by pulling the shut off soleinoid while cranking)-I have an electric pump hooked up to the inlet. When cranking, you can see a good squirt of fuel coming from the bottom two-but nothing from the top two. If you pull the valves, you can see fuel dribble out of the IP when cranking-but with the valves in -nothing. I have tried a few different valves also-same results. I have not pulled the bottom two back off-they work + I don't want to screw that up.
I got lots of started cranking time trying to solve this-well past what should be normal to just get air bubbles out.
Any clues?

The pump had fuel in it but the valves dried out from the hole in the back. Unless you capped or covered them in some manner. If you had them off then they should be re-wet with WD 40 or diesel in a soak for a bit then wiped off and rewet. Then reinstall. Can't think of anything that would prevent spring from getting hung up other than drying out and sealing tight again.
Different valves? Also Dry? Might be time to pull and bottom valve for comparison purposes.

he needs to refill the pump with fuel... cap off inlet.. fill thru return... or get inlet higher then return, set it up like a iv to keep fuel in it...

I figured if he was using the electic pump then fuel coming in would not be an issue. All filled up and returning to tank?

Yea-fuel seen in the clear return line. Electric fuel pump running with the idle stop solenoid removed gushes fuel out. The valves have been out 2 dozen times-plenty lubed + not stuck.
Think i am gonna pull the bottom 2 to see if theres any differences-and try them in the top.

Just to be clear, you are giving the solenoid 12v when doing this bench testing?
I have had fuel come out of the valves when rotating the pump with the 12v off, but not properly and not all four had fuel.
You sure there is not an intake boot leak??

If fuel is not coming out with the delivery valves removed from the top two, I see no reason to remove the bottom two.
I would remove the fuel solenoid plunger and see if it pumps fuel properly.

Well-heres the latest. I screwed a empty valve (spring-shim-needle+ seat removed)-fuel shot out the shell in a nice sharp stream. Put the valves back-nothing. I took one of the bottom (working) valves + swapped it with the one of the top ones. 5 seconds cranking it shot fuel out the bottom--then the top one! Okay...lets try the other pair-same thing-bottom shot fuel after a few seconds-then a few later fuel came out the top valve. Hooked up the hard lines-left them loose on the top-once I saw fuel I tightened them up-and Volia! fired up on 4 cylinders!
So I have no real answer to why.
All the valves were cleaned the same-fit free-sanded + re-annealed the washers- shims and springs were the same thickness. Stupid Volkswagen.
I'll believe the results + come up with a new theory.

I am at a loss to Splain dat. Makes no sense what so ever. They are not top and bottom specific. Glad you got it going. I just wish I knew how?
Air lock on the top two? Every time that shaft inside goes around it gets a slug of fuel. Pushes it back compressing it and zip out the valves and off to the injectors.
That is just goofey. Glad you got it to work. Whatever it was that you did.
Paid to fool with the lower ones now didn't it?
