Throttle shaft indexing idle issues

Have a canadian 1997 jetta 1.9td aaz. Was running good but leaking from the throttle shaft bushing, being new and not really understanding making the shaft vs lever....i screwed up. Throttle shaft indexing is off. Runs good, starts up great. Having issues with idle, either seems to be too low (500rpms) or too high (1500rpms) Will sit around 900 sometimes then at the next light it wants to hang at 1500. Is this just a throttle shaft indexing issue? Max fuel screw isnt very far in, maybe half way. if i go in more it tends to want to hang at a higher rpm. But it also feels like the max fuel screw is out too far, low power. Im thinking my throttle shaft is too far open, maybe need to go back a few teeth?

They definitely will behave odd if there is not enough preload on the actual accelerator lever on the pump. You may be off a tooth or two, or you can try adjusting the residual fuel screw (the one the accelerator lever rests against at idle) as that relationship may have changed slightly.

Should I feel the governor spring tension when setting the shaft? Is that what you mean by preload? I'm not sure if that's too far of a starting point or if it should be back a few notches before spring tension. Or is there supposed to be slight tension when the throttle arm is resting against the residual fuel screw. I guess all my settings are pretty messed up so I'm just looking for a starting point.

Not really sure... I have dealt with reindexing mine but I was only off a tad and I was starting from a "known" point.

I would suggest making small changes from where you are now until you find the magic spot.

This is how i did it:
Try to start the car without the throttle arm and springs.
gently turn the shaft counter-clockwise,CAREFULL its very sensitive untill the rpm's start to go up,back off a hair
Now place the throttle arm so it sits against the idle screw,mark throttle arm and shaft,now place spring and arm back and your good to go.
You will have to adjust the idle screw
